Background

 

The council’s Housing Services are high profile and vital to maintaining and enhancing the city Council’s reputation.

 

Lead upon integrating the investment strategies into the asset capital programme covering annual, three to seven years and 30-year programmes of work.

 

Develop and manage the delivery of the multimillion pound disposals and acquisition programme by liaising with key stakeholders at the Council to ensure targets set are achieved. 

 

Ensure value-for-money and performance objectives are achieved by evaluating appraisal/valuation information for accuracy, negotiating effectively in transactions and continuously improving the end-to-end process. This will also include building cost models, approval reports, NPV calculations and Business Plan returns.

 

Lead upon incorporating standards and accreditations into the capital programme delivery. Become the policy expert both for the implementation of current policies and the representative of the team when developing new policies. This may include revising/refining the disposal and acquisition criteria.

 

Key Responsibilities

  • Develop and manage the delivery of the acquisitions and disposal programme.
  • Maximise the potential of the Acquisitions programme within Westminster and out of borough.
  • Drive change by compiling and delivering successful policy changes by Cabinet Member Reports etc.
  • To validate the investment decisions made in the Capital Programme.
  • Find opportunities to embed emerging policy and regulatory changes in housing and construction.
  • Steward expended funds to extract greatest value.
  • Work with Voids team to improve processes and efficiencies.
  • Support the strategic and operational leadership, development, direction and management of the Property Planning and Assets Team.
  • Establish an effective two-way communications strategy effectively with residents, senior stakeholders and internal departments to realise the successful delivery of the strategy.
  • Lead existing, develop and manage new partnerships and relationships with key stakeholders and customers including politicians, support the Head of Team in influencing policy developments, informing best practice at a national level and promote this work amongst a wider audience, whilst protecting the City Council’s interests and priorities.
  • Develop and implement finance, performance, quality and risk monitoring systems to demonstrate effective transparent and robust management.
  • Lead the creation of cross departmental mechanisms for delivery within the Council and where applicable liaise with other existing programmes in delivery.
  • Be commercially minded in attracting project finance and driving delivery of projects.
  • Role modelling a coaching culture that encourages engagement. Building and maintaining successful internal and external partnerships and relationships, communicating effectively both inside and outside the council.
  • Providing inclusive, inspirational and professional leadership to staff, strengthening skills and competence and fostering a strong culture of standards, performance and accountability.
  • Support the Divisional Head and Head of Team, in setting the strategic agenda, working collaboratively within the service, establish strategic priorities and oversee the deployment of resources to ensure that the council’s strategic objectives, future direction and values are implemented.
  • Support the Head of Team on partnership working, including acting as an effective ambassador and advocate with external organisations.
  • Working in collaboration with the Repairs and Planned Maintenance Division in developing a strategic overview of the condition of buildings and the priorities for investment and planned maintenance.
  • Working in collaboration with the Repairs and Planned Maintenance Division in the design and specification of mechanical and electrical installations.
  • Be commercially minded in attracting project finance and driving delivery of projects.

Qualifications and Experience

  • Degree – or equivalent qualification from an asset management related background e.g. surveying (or similar).
  • Membership of a relevant professional organisation and/or equivalent experience.
  • Significant experience of working in a housing, surveying or project management environment; delivering medium value, high impact housing disposal and acquisition transactions to time, cost and quality standards within either the public and/or private sectors.
  • Significant experience of managing a team of technical professionals in the areas of valuation, social housing and law.
  • Experience of buying and selling properties for a private landlord or social housing provider in London.
  • Experience of the condition survey assessment of residential property dealing with either repairs or improvements in either public and/or private professional offices.
  • Experience of producing reports and making investment recommendations to improve a Capital programme based on regulatory or policy requirements, technical need and best value.
  • Experience of procuring and managing suppliers to ensure a collaborative working relationship whereby the key requirements of the purpose of appointment is understood by both parties.
  • Experience of assuring and analysing technical information systems to provide a technical input and demonstrate continuous improvement into Asset Management and business plans.
  • Evidence of effective customer engagement, creating valued relationships and being responsible for ensuring high levels of customer satisfaction through delivering objectives to time, quality and cost.
  • Experience of people leadership and capable of demonstrating proactive decision-making, political sensitivity and engagement with senior professionals.
  • Understanding of sustainability in terms of overall objectives and as a criterion for purchasing new properties.
