Property Information Officer
Location - Remote Working and once/twice a week in the Office at Chichester
Hourly Rate - £12.17

Background
A Property Information Officer is responsible for analysing and interpreting data from a variety of sources, often presenting the information to other departments within the Authority, most notably Highways, Legal Services, and Capital Projects amongst others. They are responsible for responding to enquiries from external customers, both businesses and members of the public. They may also, from time to time, be required to train other members of the team and officers
from the wider authority on certain aspects of the role or systems used.
Key Responsibilities
- Provide an efficient and effective management and information service including extracting, collating, maintaining, analysing, interpreting and presenting a diverse range of data and information for various internal and external customers.
- Carry out in-depth interrogation, analysis and interpretation of complex legal documents and log information on various relevant database systems.
- Ensure the quality and integrity of information stored about the Council's Property assets within the Terrier system, the Concerto asset database and the Property GIS dataset.
- Diagnose problems with property ownership data and provide solutions to customer enquiries where matters may be more complex.
- Collate information from numerous sources, both current and historic, in order to provide customers with a complete picture to assist them in decision making and commissioning further work. Also utilise and interpret third party data to advise customers.
- Use appropriate methods and tools to produce accurate and timely information in the most appropriate and useable formats for the customer so that it is easy to understand and useful.
- Fulfil the Subject Matter Expert role in relation to the Council's estate.
- Communicate in an appropriate manner with a wide range of customers, for example general public, Members, managers and colleagues from across the County Council, IT software providers, Legal Services, Her Majesty’s Land Registry, Solicitors representing customers.
- Remain up to date and compliant with organisational procedures, policies and professional codes of conduct to uphold standards of best practice.
- Maintain knowledge of, and be able to advise on, matters pertaining to statutory reporting legislation, such as Freedom of Information, Environmental Information Regulations and GDPR.
- Organise, plan and meet set targets for completion of work to high standards and use initiative and discretion to interpret and resolve issues to achieve the required results with guidance and advice from senior managers on serious issues/problems.
- Where required work with Financial Services and other services to ensure dissemination of financial information. Manage financial records and systems, keeping them up-to-date and assisting with their development.
- Responsible for the regular handling, care of, accuracy, confidentiality, security and maintenance of considerable amounts of manual and/or computerised information.
Key Skills
- Excellent analytical and problem-solving skills with the ability to analyse complex issues and research and interpret data from a variety of sources to produce information and reports with minimal guidance.
- Excellent IT skills including GIS, Word and Excel (or equivalent packages) for word processing, data processing, maintaining computer databases and production of statistical data etc.
- Sound written communication skills, especially the ability to present research findings in a concise way and summarise information so as to not lose context.
- Sound communication and interpersonal skills in order to interact effectively with a range of customers and create and maintain effective working relationships.
- Ability to organise/prioritise work, co-ordinate a variety of tasks in a clear and logical way and meet agreed deadlines which minimises the disruption to the business.
- Quick to adapt to new systems and comfortable advising other users on how to use said systems.
Qualifications and Experience
- Demonstrable experience working in a data-rich environment. Preferably in an environment where data has been in both hard and soft formats and both current and historic.
- Experience in data interpretation, analysis, recommendations and presentation.
- Experience in a customer centred environment.
- Experience in dealing with information requests under statutory regulations.
- Experience of working with legal documents and working within GDPR regulations.
- Legal qualification and/or GIS experience.
