Background

 

We are seeking a Programme Support Officer to support the work undertaken by the Programme Management Office. You will be responsible for maintenance and change control of project
documents, planning and managing several small projects, as well as collecting, coordinating and analysing management information. You will also plan and assist in the development and staging of a variety of events, including meetings, seminars and briefings.

Key Responsibilties

  • Provide effective and efficient day to day support to the team, including collating and analysing statistics for the ongoing monitoring of project performance/progress.
  • Monitoring and planning available resources.
  • Keep records up to date, provide detailed progress reports and ensure that all project information is collected, maintained, and archived according to project management standards, ensuring accuracy and confidentiality at all times.
  • Receive project information from project team members for all new projects and ensure these are added to the relevant project database.
  • Evaluate the impact of proposed changes, including impact on scope of the project, resource requirements, risks and project costs. Based on this information provide a report to the Project Manager advising on whether the changes should be accepted.
  • Write and present various reports e.g. highlight reports, RAG (red/amber/green) project status. Create and maintain various project record documents such as “Risk Register” and “Issues Log”. Highlight potential project risks and issues to the Project Manager if identified in the plan. Report on progress as required.
  • Responsible for coaching colleagues in project support e.g. how to complete processes or documentation.
  • Communicate with and develop good working relationships with a range of people, such as clients, senior managers, key project contacts in order to provide project related information relative to project progress, whilst ensuring continuous sharing of information across different stakeholders of the project.
  • Carry out regular budget monitoring for Projects using Financial Services systems. Keep accurate and current records of commitment and expenditure against large budgets, to ensure clients remain on target and within spend and enable Project Managers to make informed decisions.

  • Advanced analytical skills in order to interpret and manipulate varied and complex project information in relation to services required by the client.
  • Able to make connections, see issues in a wider context, carry out analysis and use judgement in making recommendations.
  • Able to scope out work and work across the team, managing time, planning work and meeting deadlines, priorities and targets, demonstrating emerging project management and task management skills. Able to manage medium-sized projects with direction e.g. for
    provision of urgent project reports required by client.
  • Clear and able communicator, able to present ideas and reports and articulate an argument with clarity. Confident dealing with stakeholders at all levels and overseeing consultations. Able to produce information of a technical nature without guidance, to be incorporated into reports.
  • Strong problem-solving skills with the ability to anticipate problems and resolve issues independently, planning solutions and making sound pragmatic decisions.
  • Able to use a wide range of specialist software associated with the role to carry out research, analyse documents and present data as part of day to-day work.
  • Excellent literacy and numeracy skills in order to understand and carry out financial analysis and reporting, and prepare reports etc.

 

Qualifications and Experience

  • Degree or HNC in an appropriate area, or equivalent qualification, or demonstrable equivalent comparable experience.
  • Diploma Management Studies (DMS) or equivalent.
  • Experience of working as a competent member of a project team, ideally in a project support role or equivalent.
  • Experience of working in a rapidly changing environment and of working within project management systems/practices and providing effective support.
  • Experience of project planning.
  • Experience of using Microsoft Project.
