Procurement Officer - Construction

Key Responsibilities/Experience
- 2 Years work experience within a Local Authority or other equivalent Public Body which is subject to the Public Contract Regulations 2015 (as amended) and the organisations Procurement Procedures.
- 2 Years work experience undertaking the assembly of Tender Packs (Invitation To Tender / Request for Quotation) and can demonstrate experience working with Client Project Teams / Internal Departments (Legal / Insurance / Data Officers / etc) to assist with drafting documents with the Client Project Team and ensure the Tender Packs are complete with all relevant information (including weightings and sub-criteria). All as supported and guided by the Category Manager. This may include experience of supporting market engagement activities.
- 2 Years work experience of running a Tender Process on an electronic Procurement Portal. Experience of – setting up projects in the system and knowledge of workflows and activities within. Note the Council use The London Tenders e-procurement portal (Proactis) but equivalent operating system is acceptable. Knowledge of publishing requirements (contract finder etc).
- Detailed knowledge of e-procurement process (Proactis / Due North) and systems to quickly resolve issues that may arise from the Council’s Requests for Quotation process for all procurements below £100,000. This involves the management of interfaces with Council Stakeholders to address any issues / provide support and advice. Note this is largely a self-service procurement process but occasionally this may involve support new Stakeholder who are unfamiliar with the process.
- Experience of Supplier Adoption process for registering new suppliers on the e-procurement portal (Proactis / Due North) and the financial management system – Agresso.
- Experience of reviewing Procurement Mailbox / Inbox and allocation of actions amongst the Procurement Team and monitoring progress to ensure matters are resolved.
Qualifications and Experience
- Relevant Degree or equivalent experience.
- Significant experience of over threshold procurements (including frameworks).
- Experience of carrying out call-offs from frameworks.
- Experience of using large Public Buying Organisations(PBOs) frameworks for Call-Off Contracts e.g. ESPO, YPO.
- Experience of CCS frameworks for Call-Off Contracts.
- Experience of using London Tender e-procurement Portal (Proactis).
- At least two years experience within the Construction and Facilities Management environment within a Local Authority or other equivalent Public Body.
- Candidate has a working knowledge of construction procurement protocols, including terminology. Must also have an understanding of the Construction Project i.e. RIBA Work Stages both pre-construction and construction activities.
