Background

 

To act as the Council’s specialist advisor on Building Control structural engineering providing highly specialised technical advice and policy in relation to building design, materials, construction techniques and related matters in the context of the building regulation approval process.

 

Key Responsibilities

  • To contribute towards a high quality specialised building control service.
  • To provide expert structural engineering guidance and review submission of plans and check structural calculations and other supporting information for projects, including large-scale, high rise and the most complex developments to ensure that work is undertaken in accordance with statutory requirements and the highest professional practice.
  • To develop policy on construction systems and to serve on working parties and committees e.g. BSI, as required to further understanding and to enhance the reputation of the Council as a leading authority on high rise construction.
  • To ensure that public safety is preserved by responding on a 24 hour basis to reports of alleged dangerous structures and surveying and certifying the condition of such structures, liaising with the emergency services and ensuring that appropriate action is taken, including the direct on-site instruction of the Council's emergency works contractor to remove immediate danger or to erect shoring or hoarding. Monitor and certify expenditure and ensure incurred costs are reasonable and recovered from owner and institute legal proceedings in cases of non-compliance with a dangerous structure notice or obtain a court order to carry out works in default.
  • To make recommendations for the approval/rejection of the structural engineering, construction and related aspects of applications and draft legally binding schedules of conditions within stipulated time limits.
  • To manage a number of major complex proposals in an environment of constantly shifting priorities, including complex legislative changes and conflicting operational demands.
  • To work with minimum supervision and to take the initiative in assessing the content of a variety of projects including the most complex structural proposals on major high rise buildings.
  • To support other officers and surveyors as required by the team leader.
  • To undertake the Council's responsibility to inspect building and construction work at all relevant stages on building regulation cases, such visits will involve attendinglocations alone and encountering situations that may involve personal risk.
  • To record all inspections to a standard capable of being used to defend the Council’s interests in any future litigation and ensure that any necessary enforcement action is instigated to secure compliance with building regulations.
  • Be the first point of contact for specialist advice on all structural engineering issues relating to the work of the Building Control Section and be responsible for issuing such advice in accordance with the latest professional developments, and best professional standards.
  • To attend on-site and office meetings with the developer’s multidisciplinary specialist consultants and contribute to and influence their design proposals to ensure cost effective compliance with all relevant legislation and technical standards.
  • To lead on test witnessing of piled and other special foundations, including ground improvement and other special forms of construction, including attendance on site out of normal working hours where requested by the applicant to facilitate their program deadlines.
  • To maintain a high level and quality of work and meet performance targets set by the council or the building control management from time to time.
  • To develop the skills necessary to undertake this post and to identify and participate in training and development events relevant to your work.
  • To lead on ensuring the proper development of staff through training and instruction and mentoring on site for all matters relating to structural engineering and construction techniques. 

 

Qualifications and Experience

  • Relevant Degree or equivalent experience.
  • Comprehensive knowledge of building construction and structural analysis including dangerous structures.
  • Knowledge and understanding of the statutory and legal framework, national policy and current thinking within Building Control.
  • Comprehensive understanding of building construction, materials and techniques.
  • A detailed understanding of the Council’s core values of achieving results, engaging with others and valuing diversity.
